More Americans Oppose Edward Snowden's Actions Than Support Them

More
Americans oppose Edward Snowden’s decision to flee the U.S. with
thousands of stolen documents and reveal confidential details about the
National Security Agency’s surveillance programs than those who support
his actions, according to a new NBC News poll.
The findings come in the wake of “Nightly News” anchor Brian Williams’ wide-ranging, exclusive interview with Snowden,
which aired on NBC primetime last Wednesday. Yet, the nation’s opinion
of the former government contractor turned world’s most wanted man
changes significantly by age.
Younger respondents
have a more favorable opinion of the former NSA contractor, while older
respondents are more disapproving, the poll reveals.

That could very well
explain the reaction on social media, where many said they viewed him as
patriot. “He informed the public w/ evidence of the US gov't and
associated agencies of their wrong doing under the guise of nat'l
security,” said one supporter on Twitter.
Others weren’t as
positive, as another voice on Twitter said, "There are legal ways of
bringing that info to light without risking national security and then
heading to a no-extradition country."
The reactions came
after Snowden sat down for his first U.S. television interview since the
NSA revelations became public. The interview was arranged with great
secrecy as Snowden is living in Russia at an undisclosed location under a
temporary one-year amnesty from the Russian government. Williams and
Snowden met at the upscale Hotel Baltschug Kempinski in central Moscow,
near the Kremlin.

In the NBC News poll, 24
percent said they back Snowden’s release of information about how
government agencies collect intelligence data to media outlets, compared
with 34 percent who disagree with his actions.
Another 40 percent said
they didn’t have an opinion. Yet among those who say they’ve closely
followed the story, 49 percent oppose Snowden’s actions and 33 percent
support them.
The poll shows a
striking difference of opinion in Snowden by age. Those ages 18 to 34
tend support Snowden’s actions, by 32 percent to 20 percent, and view
him a favorable light, compared with all other age groups who don’t.

The overall numbers are
essentially unchanged from a January 2014 NBC News/Wall Street Journal
poll, when 23 percent of registered voters said they supported Snowden’s
actions, versus 38 percent who opposed them.
The documents stolen by
Snowden and then released to journalists disclosed the global reach of
U.S. intelligence, including descriptions of government surveillance of
U.S. telephone and email records, tapping of undersea fiber-optic cables
carrying internet traffic, and accessing Yahoo and Google’s internal
user data without either company’s knowledge.
"His disclosures have
damaged the security of this country and I'm not going to get into a
point-by-point inventory of the specifics of how he’s done that,"
Defense Secretary Chuck Hagel said on NBC News' "Meet the Press" on
Sunday.
"There is plenty of evidence he did damage to the security of this country."
But in the interview
with Williams, Snowden said he viewed himself as a patriot. "I may have
lost my ability to travel," he said. "But I've gained the ability to go
to sleep at night and to put my head on the pillow and feel comfortable
that I've done the right thing even when it was the hard thing. And I'm
comfortable with that."
Snowden also said he
wanted to back home to the United States. “I don't think there's ever
been any question that I'd like to go home. I mean, I've from day one
said that I'm doing this to serve my country.”

Snowden’s interview
also produced a pointed response from the Obama administration. “If Mr.
Snowden wants to come back to the United States today, we'll have him on
a flight today. We’d be delighted for him to come back,” Secretary of
State John Kerry said on NBC’s Today Show. “And he should come back and
-- and that’s what a patriot would do. A patriot would not run away and
look for refuge in Russia or Cuba or some other country. A patriot would
stand up in the United States and make his case to the American
people.”
The NBC poll finds
Americans -- by a 2-to-1 margin – view Snowden in a negative light: 27
percent of voters have an unfavorable opinion of him, while 13 percent
have a positive one.
By comparison, a July 2013 NBC/WSJ poll showed opinions on Snowden as 36 percent negative, 11 percent positive.
The NBC poll was
conducted by the Democratic firm Hart Research Associates and the
Republican polling firm Public Opinion Strategies of 800 registered
voters (including 240 reached by cell phone) from May 27-29. It has a
margin of error of plus-minus 3.5 percentage points.
Newspaper Owner Among Seven Killed in Fiery Massachusetts Plane Crash
Seven
people, including the co-owner of the Philadelphia Inquirer, were
killed when a private jet crashed on takeoff and erupted in a fireball
at a Massachusetts air field, authorities said early Sunday.
"There were no
survivors," said Matthew Brelis, a spokesman for the Massachusetts Port
Authority, which operates Hanscom Field in Bedford, where the Gulfstream
IV crashed as it was taking off at about 9:40 p.m. en route to Atlantic
City International Airport in New Jersey.
"Our thoughts and prayers are with the people on board and their loved ones," Brelis said.
Philadelphia Inquirer
co-owner Lewis Katz, who once owned the New Jersey Devils and New Jersey
Nets, was among the dead, the newspaper's editor said Sunday.

According to Philly.com,
last Tuesday, Katz and H.F. "Gerry" Lenfest bought out their partners in
the publishing business for $88 million, gaining control of the media
company that owns the Inquirer.
"We all deeply mourn the
loss of my true friend and fellow investor in ownership of The
Philadelphia Inquirer, The Daily News and Philly.com," Lenfest said. "It
is a severe loss, but I am pleased to announce that Drew Katz, Lewis's
son, will replace his father on the board of our new company."
Philadelphia Mayor Michael Nutter said he spoke to Katz a few days ago to congratulate him on the newspaper deal.
Private plane crash kills seven
"Lewis was such a 'full
of life' guy, always optimistic and forward looking, always wanting to
push the envelope and do good things for Philadelphia and Camden,"
Nutter said.
"He would talk with me
and other officials about what he could to do to make life better for
children and improve the image of our great city. His passion for
education, children's sports programs and improving the business climate
in our city were just a few of the things that he would always talk to
me about."
The names of the other victims were not immediately released, but Longport, New Jersey, Commissioner Jim Leeds told the Press of Atlantic City that his wife, Anne Leeds, was on board.
He said Katz, a neighbor, asked his wife, a former teacher, to travel to the Boston area "to see about an educational program."
Federal Aviation
Administration spokesman Jim Peters said the plane "apparently ran off
Runway 11" as it was departing. "Officials report that it caught fire,"
he said.
Nearby residents recounted seeing a fireball and feeling the blast of the explosion shake their homes.
Jeff Patterson told The
Boston Globe he saw a fireball about 60 feet in the air and suspected
the worst for those aboard the plane.
"I heard a big boom,
and I thought at the time that someone was trying to break into my house
because it shook it," said Patterson's son, 14-year-old Jared
Patterson. "I thought someone was like banging on the door trying to get
in."
The National
Transportation Safety Board will lead the investigation. An airport
spokesman said the bodies would not be removed from the wreckage until
NTSB investigators got their first look at it.
The air field, which is about 20 miles northwest of Boston and serves the public, was closed after the crash.
An investigative report by FIFA, obtained by The New York Times, found
that a match-rigging syndicate and its referees conspired to fix global
soccer exhibition matches.

JOHANNESBURG
— A soccer referee named Ibrahim Chaibou walked into a bank in a small
South African city carrying a bag filled with as much as $100,000 in
$100 bills, according to another referee traveling with him. The deposit
was so large that a bank employee gave Mr. Chaibou a gift of
commemorative coins bearing the likeness of Nelson Mandela.
Later
that night in May 2010, Mr. Chaibou refereed an exhibition match
between South Africa and Guatemala in preparation for the World Cup, the
world’s most popular sporting event. Even to the casual fan, his calls
were suspicious — he called two penalties for hand balls even though the
ball went nowhere near the players’ hands.
Mr.
Chaibou, a native of Niger, had been chosen to work the match by a
company based in Singapore that was a front for a notorious
match-rigging syndicate, according to an internal, confidential report
by FIFA, soccer’s world governing body.
FIFA’s
investigative report and related documents, which were obtained by The
New York Times and have not been publicly released, raise serious
questions about the vulnerability of the World Cup to match fixing. The
tournament opens June 12 in Brazil.
The
report found that the match-rigging syndicate and its referees
infiltrated the upper reaches of global soccer in order to fix
exhibition matches and exploit them for betting purposes. It provides
extensive details of the clever and brazen ways that fixers apparently
manipulated “at least five matches and possibly more” in South Africa
ahead of the last World Cup. As many as 15 matches were targets,
including a game between the United States and Australia, according to
interviews and emails printed in the FIFA report.
Although
corruption has vexed soccer for years, the South Africa case gives an
unusually detailed look at the ease with which professional gamblers can
fix matches, as well as the governing body’s severe problems in
policing itself and its member federations. The report, at 44 pages,
includes an account of Mr. Chaibou’s trip to the bank, as well as many
other scenes describing how matches were apparently rigged.
After one match, the syndicate even made a death threat against the official who tried to stop the fix, investigators found.
“Were the listed matches fixed?” the report said. “On the balance of probabilities, yes!”
The
Times investigated the South African match-fixing scandal by
interviewing dozens of soccer officials, referees, gamblers,
investigators and experts in South Africa, Malaysia, England, Finland
and Singapore. The Times also reviewed hundreds of pages of interview
transcripts, emails, referee rosters and other confidential FIFA
documents.
FIFA,
which is expected to collect about $4 billion in revenue for this
four-year World Cup cycle for broadcast fees, sponsorship deals and
ticket sales, has relative autonomy at its headquarters in Zurich. But
The Times found problems that could now shadow this month’s World Cup.

FIFA’s investigators concluded that the fixers had probably been aided
by South African soccer officials, yet FIFA did not officially accuse
anyone of match fixing or bar anyone from the sport as a result of those
disputed matches.

A FIFA spokeswoman said Friday that the investigation into South Africa
was continuing, but no one interviewed for this article spoke of being
contacted recently by FIFA officials. Critics have questioned FIFA’s
determination and capability to curb match fixing.
■
Many national soccer federations with teams competing in Brazil are
just as vulnerable to match-fixing as South Africa’s was: They are
financially shaky, in administrative disarray and politically divided.
Ralf Mutschke, who has since become FIFA’s head of security, said in a May 21 interview with FIFA.com that “match fixing is an evil to all sports,” and he acknowledged that the World Cup was vulnerable.
“The
fixers are trying to look for football matches which are generating a
huge betting volume, and obviously, international football tournaments
such as the World Cup are generating these kinds of huge volumes,” Mr.
Mutschke said. “Therefore, the World Cup in general has a certain risk.”
Mr.
Chaibou, the referee at the center of the South African case, said in a
phone interview that he had never fixed a match, and he denied knowing
or having ever spoken to Wilson Raj Perumal, a notorious gambler who
calls himself the world’s most prolific match fixer and whom FIFA called
one of the suspected masterminds of the South Africa scheme.
“I did not know this man,” Mr. Chaibou said. “I had no contact with him ever.”
Mr.
Chaibou said FIFA had not contacted him since his retirement in 2011.
He declined to answer any questions about money he may have received in
South Africa.
The
tainted South African matches were not the only suspect ones. Europol,
the European Union’s police intelligence agency, said last year that
there were 680 suspicious matches played globally from 2008 to 2011,
including World Cup qualifying matches and games in some of Europe’s
most prestigious leagues and tournaments.
“There
are no checks and balances and no oversight,” Terry Steans, a former
FIFA investigator who wrote the report on South Africa, said of the
syndicate’s efforts there in 2010. “It’s so efficient and so under the
radar.”

Referees for Sale
As
players from South Africa and Guatemala gathered for their national
anthems, Mr. Chaibou stood between the teams at midfield. He was flanked
by two assistant referees who had also been selected by Football 4U
International, the Singapore-based company that was the front for the
match-rigging syndicate.
They
were present because of a shrewd maneuver the fixers had begun weeks
earlier to penetrate the highest levels of the South African soccer
federation.
A
man identifying himself as Mohammad entered the federation offices in
Johannesburg carrying a letter dated April 29, 2010. The letter offered
to provide referees for South Africa’s exhibition matches before the
World Cup and pay for their travel expenses, lodging, meals and match
fees, taking the burden off the financially troubled federation. “We are
extremely keen to work closely with your good office,” the letter read.
It was signed by Mr. Perumal, the match fixer, who was also an executive with Football 4U.

The
offer sounded strange to Steve Goddard, the acting head of refereeing
for the South African Football Association at the time. An amiable,
heavyset Englishman who sometimes used a table leg for a walking stick,
Mr. Goddard had had an eclectic career in and out of soccer. He sang in
Welsh choirs and worked as a sound engineer for an album made at Abbey
Road Studios. He knew that FIFA rules allowed only national soccer
federations to appoint referees. Outside companies, like Football 4U,
had no such authority.
Several
days later, Mr. Goddard said, Mohammad returned and offered him a bribe
of about $3,500, saying he was holding up the deal. Mr. Goddard said he
declined the offer.
Nevertheless,
other South African executives moved forward with Football 4U. At least
two contracts were drafted, giving Football 4U permission to appoint
referees for five of the country’s exhibition matches. The FIFA report
called the contracts “so very rudimentary as to be commercially
laughable.”
One
contract, unsigned, bore the name of Anthony Santia Raj, identified by
FIFA as an associate of the Singapore syndicate. The other contract was
signed by Leslie Sedibe, then the chief executive of the South African
soccer federation.
In
an interview, Mr. Sedibe said that someone from Football 4U had lied to
him about the company’s intentions, and that the FIFA report belonged
“in a toilet.”
“It is the biggest load of rubbish,” he said.
Mr. Santia Raj could not be reached for comment.
Investigators
found that South African soccer officials performed no background
checks on “Mohammad” or Football 4U. The company was already infamous:
It had attempted to fix a match in China about eight months earlier.
Mohammad turned out to be Jason Jo Lourdes, another associate of the
Singaporean match-fixing syndicate, according to the FIFA report. Mr.
Lourdes could not be reached for comment.
The report said the South African soccer officials were “either easily duped or extremely foolish.”
But
their behavior “inevitably leads to the conclusion” that several
employees of the federation “were complicit in a criminal conspiracy to
manipulate these matches,” the report said.
Fixers
are attracted to soccer because of the action it generates on the vast
and largely unregulated Asian betting markets. And if executed well, a
fixed soccer match can be hard to detect. Players can deliberately miss
shots; referees can eject players or award penalty kicks; team officials
can outright tell players to lose a match.
Most
fixed bets are placed on which team will win against the spread and on
the total number of expected goals. Gamblers often place large bets in
underground markets in Asia. By some estimates, the illegal betting
market in Asia amounts to hundreds of billions of dollars annually.
The
South African federation, troubled by financial difficulties and
administrative dysfunction, was a ripe target. Once Football 4U had
insinuated itself, the syndicate was able to switch referees at the last
moment, and it had access to dressing areas and the sidelines.

According to an email
from Wilson Raj Perumal to Ace Kika, a South African federation
official, the Singapore syndicate asked to provide referees for matches.
“The
situation was ideal for the criminal organization using Football 4U to
exploit these vulnerabilities and to offer money to SAFA staff, who were
themselves suffering financial hardship,” the FIFA report said.
Mr.
Perumal did not respond to requests for an interview. But he wrote a
memoir, published in April, that captured his brazenness and provided
details consistent with FIFA’s report. He wrote that his group offered
$60,000 to $75,000 to Mr. Chaibou and his crew for each exhibition match
they would fix.
“I
can do the job,” Mr. Chaibou replied, according to Mr. Perumal’s
memoir, “Kelong Kings.” (“Kelong” is Malay slang for match fixing.)
The memoir says Mr. Chaibou was paid $60,000 for manipulating the South Africa-Guatemala match.
The
day of the match, Mr. Chaibou walked with Robert Sithole, a South
African member of the officiating crew, to a Bidvest Bank in Polokwane,
about three hours northeast of Johannesburg, Mr. Sithole said in the
report.
Mr.
Sithole told investigators that he watched as Mr. Chaibou deposited a
“quite thick” wad of $100 bills, perhaps as much as $100,000, though Mr.
Sithole could not be certain of the amount. Mr. Chaibou said he wired
the money to his wife in Niger, according to the report.
A
woman at the bank gave Mr. Chaibou a gift of coins bearing the likeness
of Mandela, an apparent reward for “having deposited a huge amount of
money on this account,” Mr. Sithole told FIFA investigators.
Hours later, Mr. Chaibou arrived at Peter Mokaba Stadium for the match. Another referee from Niger was scheduled to officiate.
Instead, Mr. Chaibou took the field.
Questionable Calls
That night, only seats in the lower bowl were full, but the crowd of about 25,000 was noisily expectant.
As
the match began, FIFA’s Early Warning System, which monitors gambling
on sanctioned matches, began to detect odd movements in betting.
Gamblers kept increasing their expectations of how many goals would be
scored, a possible sign of insider betting.
Before
the match, the betting line had been 2.68 goals, an ordinary number,
said Matthew Benham, a former financial trader who runs a legal gambling
syndicate in England. By kickoff, the expected goals rose drastically,
to 3.48, and then to more than 4 during the match, Mr. Benham said.
The
questionable calls began early. In the 12th minute, South Africa scored
on a penalty kick after a Guatemalan defender was called for a hand
ball even though he was clearly outside the penalty area. At halftime,
the two assistant referees from Tanzania “looked shivering, nervous,”

In
the 50th minute, Guatemala was awarded a suspicious penalty kick for a
hand ball, even though a South African defender stopped a shot in front
of the goal with his chest, not his arm.
Mr.
Goddard watched from the grandstands, where he noticed others seemed
just as incredulous about the refereeing. A South African broadcaster
kept looking in his direction in disbelief. A fellow South African
soccer official repeatedly turned to Mr. Goddard with open arms, as if
to say, “What about that?”
In
the 56th minute, another debatable penalty kick was awarded to South
Africa, which resulted in the team’s fourth goal in a 5-0 rout.
The FIFA report stated plainly that “we can conclude that this match was indeed manipulated for betting fraud purposes.”
‘We’re Going to Eliminate You’
South
Africa had one more warm-up match, against Denmark on June 5, before it
opened the World Cup. While expectations for the team soared, some
officials in the South African soccer federation had grown concerned
about the refereeing.
The
night before the match with Denmark, several South African officials
delivered a stern lecture to the appointed referees, who were from
Tanzania and had been selected by Football 4U. Nothing inappropriate
would be tolerated, they were told.
Ace
Kika, one of three South African federation officials present, was
vehement. He later complained to investigators that men connected to
Football 4U had consistently tried to enter the referees’ dressing room
at halftime of the exhibition matches.
The
morning of the Denmark match, the scheduled chief referee withdrew,
citing a stomach bug, although the report described him as “clearly
alarmed.” A substitute referee was needed — fast.
Given
the officiating in the Guatemala match, Mr. Goddard already had another
referee on standby. “I was prepared for anything to happen that
afternoon,” he said in an interview.
He
persuaded Matthew Dyer, a respected South African referee, to
officiate, even though it was unusual for a referee to work a match
involving his home country.
But when Mr. Goddard arrived at the stadium, he found a familiar figure already there — Mr. Chaibou.
As
the teams prepared to take the field, Mr. Dyer was hidden away in an
unused room to perform his warm-up exercises. Mr. Chaibou received a
massage and completed his own warm-ups, but that was as far as he got.
As
Mr. Chaibou waited in a tunnel to lead the teams onto the field, Mr.
Goddard said, he put his hand on Mr. Chaibou’s shoulder and told him: “I
am kicking you out of the match. You are joining me in the grandstand.”
Another
South African soccer official said he locked Mr. Chaibou in the
referees’ dressing room while Mr. Dyer took the field instead.

South
Africa won, 1-0. In Mr. Perumal’s memoir, he wrote that the fixers had
wanted three goals in the match, and that $1 million “went up in smoke.”
He also wrote that Mr. Goddard was “a big troublemaker.”
After
the match, as Mr. Goddard drove away from the stadium, his cellphone
rang. It was Mr. Perumal, who had once been convicted of assault for
breaking the leg of a soccer player in an aborted match-fixing attempt.
“This
time, you really have gone too far and, you know, we’re going to
eliminate you,” he said, according to Mr. Goddard. Mr. Perumal later
bragged about the episode, the report said. But in his memoir he said
that he had threatened only to sue Mr. Goddard for breach of contract,
not kill him.

The South African officials made no written report of the threat and did not alert FIFA or the police at the time.
But
Mr. Goddard said he took the threat so seriously that “to save my
life,” his colleague, Mr. Kika, suggested that they allow the Singapore
syndicate to pick the referee for the next day’s exhibition match
between Nigeria and North Korea. Under duress, Mr. Goddard said, he
agreed.
“That was basically to save my neck,” he said in an interview.
That
night, at 8:26, Mr. Kika sent an email granting permission for Football
4U executives to appoint the referee. Mr. Kika declined a request for
comment.
The
referee in the Nigeria-North Korea match made several questionable
calls. FIFA investigators could not confirm whether it was Mr. Chaibou,
but they said the referee was definitely not the Portuguese official who
had been assigned.
The
referee took “a very harsh stance” in giving a red card for a seemingly
lesser infraction, and he later took “a very liberal stance” in
awarding a suspicious penalty kick, the report said. Nigeria won, 3-1.
If
the Singapore syndicate was not shocked by the result, many bettors
were. “We were absolutely trashed in that game,” said Mr. Benham, the
professional gambler. “It made no sense at all in the betting market.”
As
South Africa faced Denmark on June 5, the United States defeated
Australia, 3-1, in another exhibition. According to an email from Mr.
Perumal to Mr. Kika on May 24, the Singapore syndicate asked to provide
referees for the match. In an interview, Mr. Goddard said that Football
4U proposed using three referees from Bosnia and Herzegovina who,
according to the FIFA report, would later receive lifetime bans from
soccer for their involvement in match fixing.
Mr.
Goddard said he had warned American and Australian officials of
Football 4U’s intentions. Ultimately, South African referees officiated
the match.
United
States soccer officials said they did not recall receiving any warnings
about fixers or a change in referees. The FIFA report gives no
indication that the game was manipulated.
“We’ve
never heard anything about this before and have no reason to doubt the
integrity of the match,” said Sunil Gulati, the president of the United
States Soccer Federation.
Even
if it could not place referees in the United States match, Perumal
wrote in his memoir that the Singapore syndicate walked away from the
South African exhibitions “with a good four to five million dollars.”
Shrugging at the Evidence
Mr.
Perumal remained in South Africa until June 30, 2010, deep into the
World Cup, according to the FIFA report. Mr. Perumal wrote that he
offered a referee $400,000 to manipulate a World Cup match, but that the
referee declined because he thought Mr. Perumal had a “loose tongue.”
After
the World Cup, a freelance journalist, Mark Gleason, reported
suspicions among some African soccer officials that exhibition matches
had been rigged. FIFA did nothing at the time.
In
fact, FIFA did not investigate the suspicious games for nearly two
years, until March 2012. By then, Mr. Chaibou had reached FIFA’s
mandatory retirement age, 45. FIFA has said it investigates only active
referees, so its investigation of Mr. Chaibou stopped. “It took a while
to get around to it, longer than we would have liked,” Mr. Steans, the
author of the report, said in an interview.
At
the time, FIFA’s investigative staff amounted to five people
responsible for examining dozens of international match-fixing cases, he
said. The group has no subpoena power or law enforcement authority.
Investigators
spent only three days in South Africa and never interviewed the
referees or the teams involved, the report said. An unsuccessful attempt
was made to interview Mr. Chaibou at the time, according to Mr. Steans.
FIFA
officials in Zurich received the report in October 2012 and passed it
to the soccer officials in South Africa; it had little meaningful effect
there. A few South African officials were suspended but later
reinstated. And no one was charged with a crime even though FIFA had
found “compelling evidence” of fixed exhibitions and apparent collusion
by some South African soccer officials.
“We
never got to speak to the referees, which was sad,” said Mr. Steans,
who operates his own sports security firm. “It would have tied up a lot
of loose ends. I’m sure they would have given us some relevant
information.”
Mr.
Sedibe, then the chief executive of the South African soccer
federation, shrugged off the report as a politically motivated witch
hunt. “Why is it taking so long to get to the bottom of this?” he said.
“Why not refer this matter to the police to investigate and bring
closure to it?”
Three
months after the suspicious South African matches, Mr. Perumal was
linked to another daring scheme. In September 2010, he organized a match
in Bahrain in which the opponent was a fake squad claiming to be the
national team of Togo, in West Africa. The referee for that match? Mr.
Chaibou.
The
presence of Football 4U and Mr. Chaibou made soccer organizers uneasy.
In 2011, a South African official, Adeel Carelse, said that after being
misled by some in his national federation, he learned that Mr. Chaibou
was about to referee an under-23 age-group match in Johannesburg. Mr.
Carelse said he raced across the city with a car full of South African
referees to replace Mr. Chaibou’s crew at the last minute.

Mr. Chaibou retired to Niger in 2011.
Mr.
Perumal was arrested in Finland in 2011 and found guilty of corruption.
He was given a two-year sentence, although he was released early. He
was arrested again in Finland in late April for his continued role in
match fixing.
Since
the South African episode, Mr. Steans has left FIFA. He said the
investigative staff in Zurich had a docket of about 90 match-fixing
cases worldwide. along with other security duties. To seriously combat
match fixing, Mr. Steans said, FIFA needs at least 10 investigators
working full time on monitoring the manipulation of games, and two
offices in each of its six international soccer confederations.
“You
need the local intelligence and local knowledge on the ground,” Mr.
Steans said. “You need to be talking to sources face to face to get live
information that helps you counter match fixing before the fix
happens.”
A
FIFA spokeswoman said Friday that the Zurich staff now included six
investigators and that FIFA worked with a broad network of law
enforcement officials including Interpol. Delia Fischer, the
spokeswoman, said that for the World Cup, 12 security officers would be
assigned to each stadium, with the monitoring of potential match fixing
among their duties.
In
addition, Ms. Fischer said, a security staff of 18 will be on hand from
FIFA headquarters in Zurich. Mr. Mutschke, FIFA’s security chief, said
on the organization’s website that a primary concern about fixing is the
third and final game of the group phase of the World Cup, when a
particular team has been eliminated or has already qualified for the
second round.
“Prevention
is not something where you can see easy success stories the next day,”
Mr. Mutschke said in the FIFA.com interview. “So we are investing in
long-term solutions, and we certainly need the help of our member
associations as well to be successful in the end.”
In
late 2012, an elite anticorruption police unit, called the Hawks, said
it was investigating potential corruption linked to the match-fixing
scandal inside South Africa’s soccer federation, including a possible
bribe of about $800,000. But in March, President Jacob Zuma of South
Africa said he would not form a commission to examine charges of match
fixing, leaving the matter to FIFA.
“I’m
disappointed for South African football,” Mr. Steans said. “I’m
disappointed for football in general because when these things happen to
the game, they need to be investigated and the truth found. And two
years, well, four years since this happened was way too long.”

Faltam apenas 11 dias para o início da Copa do Mundo no Brasil. Em
Natal, o primeiro jogo será realizado na sexta-feira, dia 13 de junho,
às 13h. O palco para o evento esportivo está quase pronto. O estádio
Arena das Dunas foi inaugurado oficialmente no dia 26 de janeiro e foi
entregue à Federação Internacional de Futebol (Fifa) no dia 22 de maio.
Apesar
de inaugurado há cinco meses, o estádio ainda passa pelos últimos
retoques para receber as oito seleções que vão disputar quatro partidas
até o dia 24 de junho. Na última semana, o secretário-geral da Fifa,
Jérôme Valcke, cobrou um maior comprometimento das autoridades para que
tudo esteja pronto e testado antes do jogo entre México e Camarões.
"Precisamos de comprometimento total de todos envolvidos aqui em Natal
para garantir que tudo estará pronto para 13/6", escreveu em uma rede
social após visita de inspeção ao estádio Arena das Dunas e aos projetos
de mobilidades que ainda estão sendo executados no entorno da praça
esportiva.
Além do estádio, outros equipamentos públicos que
surgiram a partir da definição de Natal como cidade-sede do Mundial
ainda não estão prontos mesmo com o evento esportivo prestes a começar.
Administrações municipal e estadual correm contra o tempo para tentar
finalizar as obras antes do início da Copa. No entanto, já se sabe que
algumas intervenções não estarão prontas.
Por outro lado, outros
setores como o turismo comemoram com números positivos. Confira outros
aspectos da Copa do Mundo em Natal.
#Saúde
Na
última sexta-feira, dia 30, a coordenadora da Rede de Urgências e
Emergências da secretaria de Estado da Saúde Pública (Sesap) e
responsável pelas ações em Saúde para a Copa do Mundo, Narielly Galvão,
apresentou, no auditório do Hospital da Polícia Militar, o planejamento
das ações do Estado para atender as demandas de saúde que venha
acontecer no período dos jogos do Mundial.
Narielly Galvão falou
dos investimentos que foram feitos, não só por conta da Copa, mas,
sobretudo para ampliar a oferta de serviços de saúde à população
potiguar. Entre as ações efetivadas pela Sesap, no último ano, ela citou
a implantação de 65 novos leitos de UTI, a criação do Complexo Estadual
de Regulação, o aumentou de 45% para 75% da cobertura do Serviço de
Atendimento Móvel de Urgência (Samu 192) no Estado, a integração da
Central de Regulação Médica do Samu RN com a Central de Gerenciamento de
Emergência do Corpo de Bombeiros, as reformas e ampliações em andamento
na Rede Estadual de Saúde, que estão permitindo um maior oferta de
leitos de retaguarda clínica, entre outras.
"Desde de março de
2013, as equipes técnicas da Sesap vêm se preparando através de planos
estratégicos para atuação nos jogos desse Mundial. São ações que
abrangem o Estado como um todo, não apenas o município sede. Foram
preparados os Planos de Contingência Hospitalar, os Planos de Resposta a
Incidentes com Químicas, Biológicas, Radiológicas e Nucleares (QBRN) e
com Múltiplas Vítimas (IMV), a construção de fluxos para atendimento a
pacientes em grandes eventos com base na classificação de risco. Também
investimos em capacitações e treinamentos de servidores e voluntários",
destacou Narielly Galvão.
Além dos dados referentes às ações
internas a saúde estadual, a coordenadora apresentou o que foi feito em
termos de articulação com outros setores. "Fizemos inúmeras reuniões com
gestores dos municípios que fazem parte do Cinturão Turístico,
mostrando a importância das ações de vigilância epidemiológica para
prevenirmos a entrada de doenças no nosso estado. Como a atualização da
caderneta de vacinas dos trabalhadores da linha de frente do turismo.
Lançaremos, em breve, um Guia de Saúde para o Viajante, que foi
elaborado em português, inglês e espanhol", pontuou.
# Hospedagem
A
Federação Brasileira de Hospedagem e Alimentação (FBHA) divulgou as
estimativas do setor para a Copa do Mundo e informou que a procura por
reservas em hotéis, pousadas, albergues, pensões e motéis nas
cidades-sede atingiu a expectativa dos empresários para o período. De
acordo com a federação, em Natal, a previsão de 70% de ocupação é
considerada "muito boa".
Além de Natal, Recife, Porto Alegre,
Fortaleza e Brasília aparecem em seguida no ranking da taxa de ocupação
da rede hoteleira durante a Copa. Em Brasília, a previsão de ocupação de
70% é considerada "muito boa" pela federação, já que em julho a cidade
costuma registrar poucas reservas em virtude do recesso do Congresso
Nacional.
# Porto
A
Codern afirma que a obra do Terminal de Passageiros do Porto de Natal
está em fase de conclusão. O cronograma para conclusão da obra era para o
final de maio. Mas a pedido da Presidência da República, segundo a
diretoria da Codern, deverá ser inaugurado entre os dias 10 e 14 de
junho.
Navios
A
Codern está com quatro solicitações de navios de passageiros para
desembarcar no Terminal no período da Copa do Mundo. Mas, até agora,
nenhum foi confirmado. O diretor de Novos Negócios da Codern, Ricardo
Amaury, explica que espera-se essas confirmações agora no início de
junho. "Normalmente, esta confirmação é feita com 10 dias de
antecedência, então esperamos até o início do mês".
Ricardo Amaury disse que não tem detalhes sobre a nacionalidade do navio e dos passageiros, bem como a quantidade.
Pedro
Terceiro salienta que o Terminal de Passageiros do Porto de Natal não
deve ser utilizado apenas para passageiros, mas por moradores da cidade,
que poderão frequentar o restaurante, café e lojas, previstos para
funcionar no Terminal.
"Será um local aprazível, os natalenses poderão apreciar o pôr do sol no rio".
# Orla
O
projeto da Reestruturação da Orla Urbana contempla cerca de sete
quilômetros de orla, da Praia do Forte até Ponta Negra. Deverão ser
feitas adequações do passeio público, implantação de novos mobiliários
urbanos, ciclovias entre as praias do Meio e Forte, adequação e
distribuição dos quiosques e implantação de banheiros acessíveis, além
da criação de áreas de depósito para guarda de materiais dos quiosques,
rampas e escadarias para acesso à faixa de areia, sinalização adequada,
área de estacionamento, substituição de iluminação pública, iluminação
decorativa, paisagismo, áreas de recreação infantil e academia da
Terceira Idade.
# Sinalização
Segundo
a Semob, as placas de sinalização bilíngue já estão prontas, mas a
Secretaria aguarda o aval da Caixa Econômica Federal, para assinar a
ordem de serviço. Duas empresas venceram a licitação: a empresa Sitran,
de Belo Horizonte (MG), vai instalar dez painéis eletrônicos de mensagem
variadas (PMVs), a custo de R$ 3,2 milhões, que informarão a quem
trafega por Natal como se encontra o trânsito, além de outras
informações úteis sobre a cidade. A empresa potiguar Apoio será a
responsável pelo fornecimento e instalação de 145 placas de sinalização,
que abrangem três modelos, a um custo de R$ 551 mil.
O prazo
para a instalação é de 30 dias, a partir da liberação dos recursos por
parte da Caixa. Ainda haverá placas de sinalização de destino para o
Estádio Arena das Dunas, Aeroporto, hotéis e Fan Fest, que vai ocorrer
na Praia do Forte. Essas placas também estão prontas e deveriam ser
instaladas até o final de maio.
# Fifa Fan Fest
A
Prefeitura do Natal divulgou o nome de 45 atrações confirmadas para se
apresentarem durante os 31 dias da Fifa Fan Fest. Além disso, foi
informado que não haverá estacionamento para quem for ao evento de carro
ou motocicleta. Os veículos ficarão estacionados em vias públicas
próximas da estrutura que está sendo montada na Praia do Forte.
Aproximadamente 200 policiais serão responsáveis pela segurança do
evento.
A empresa responsável pela montagem da arena onde o
evento será realizado - Prática Eventos - garantiu que entrega o espaço
pronto até o dia 5. Entre os dias 8 e 10, um evento teste deverá ser
realizado para garantir que no dia 12 tudo esteja perfeito.
Entre
os espaços que estão sendo montados, está um estacionamento de 250
vagas para abrigar os veículos da equipe de produção. Entretanto, não há
espaço definido para estacionamento de veículos do público em geral.
De
acordo com a Semob, um trecho de 600 metros entre a marginal da avenida
Café Filho e o viaduto de Brasília Teimosa será interditado. As ruas
Hildebrando de Góis e 25 de Dezembro, além da própria avenida Café
Filho, são alternativas para os motoristas. Para que o fluxo de veículos
seja o mínimo possível, a secretaria aumentou o número de ônibus que
fazem o percurso no local. "Teremos um reforço em 24 linhas com 189
ônibus responsáveis por 1.402 viagens", detalhou Elequicina dos Santos,
titular da Semob.
# Segurança
Doze
mil homens vão atuar nas áreas de segurança e defesa pública durante a
realização da Copa do Mundo, em Natal. Exército, Marinha e Aeronáutica
serão responsáveis por 4.700 militares enquanto a Força Nacional e todas
as polícias vão às ruas com um efetivo de 6.300 policiais.
Áreas
próximas à Arena das Dunas, Fifa Fan Fest, espaço aéreo e mar terão
patrulhamento específico com barreiras físicas ou linhas imaginárias.
Trânsito sofrerá alterações horas antes do início das partidas e as
ações preventivas não estarão restritas aos quatro dias de jogos.

controle do fluxo de veículos e pedestres nas proximidades da Arena e
Fifa Fan Fest será efetuado nos Pontos de Verificação Veicular (PVVs),
que são barreiras fixas onde aproximadamente 30 homens da Semob, Guarda
Municipal e PM vão agir no local;
< Serão instalados nos dias
de jogos (13, 16, 19 e 24 de junho) a partir da 0h01 de cada dia, no
entanto, a triagem e o bloqueio do trânsito começam seis horas antes dos
jogos;
<Haverá restrições no espaço aéreo de Natal nos quatro
dias de jogos. A dimensão das áreas é calculada a partir da localização
da Arena, ficando assim estabelecido:

Das dez obras de mobilidade que estão sendo tocadas pelo Município,
apenas seis vão ficar prontas até os primeiros jogos. Outras quatro
obras estavam a cargo do Estado, mas só duas serão entregues a tempo do
Mundial. Somente no entorno da Arena das Dunas, quatro obras não ficarão
prontas: o viaduto que margeia a BR-101, o binário da Capitão Mor
Gouveia com a Jerônimo Câmara, a macrodrenagem da Arena e o calçamento
das principais vias dos bairros adjacentes.
A um custo de R$ 111
milhões, o lote um previa a construção do binário da Jerônimo Câmara com
a Mor Gouveia. A obra só deve ser entregue em meados de setembro, uma
vez que a conclusão da Jerônimo Câmara depende da finalização da obra de
macrodrenagem do Arena das Dunas. O túnel construído no início da via
será entregue, mas não estará em funcionamento. A obra de macrodrenagem,
por sua vez, sofreu diversos atrasos devido às chuvas e só deve ficar
pronta 60 dias pós-Copa.
#SAIBAMAIS#Já o Complexo Viário do
Arena (lote dois), terá apenas seis obras concluídas. A primeira
entregue foi o túnel da Romualdo Galvão com a Lima e Silva, em 25 de
maio. Ontem, foram finalizados os túneis da Mor Gouveia, Jerônimo
Câmara, Lima e Silva, o viaduto estaiado da Prudente de Morais e as
passarelas da Morais Navarro e da Prudente. O túnel da Raimundo Chaves
será entregue no próximo dia 6. Todas, porém, ainda precisarão ser
sinalizadas, e entram em funcionamento apenas em 10 de - três dias antes
do mundial
O túnel que margeia a BR-101, porém, enfrentou
atrasos no licenciamento e não será entregue. A obra será cercada por
tapumes e só será liberada para o tráfego ao final de julho.
Todas
essas obras estão localizadas no entorno da Arena das Dunas, localizada
no bairro de Lagoa Nova, zona Sul de Natal. A quantidade de projetos na
região, para Paulo de Tarso, explica o porquê dos moradores daquele
local serem mais otimistas. De acordo com a pesquisa, no grupo de 40,47%
da população que acredita em melhorias em Natal, 52,63% moram na zona
Sul. "São aqueles que presenciam as mudanças. Por isso há essa
aprovação", conta.
A pesquisa aponta também que 64% dos
pesquisados consideram que as obras de mobilidade no entorno da Arena
das Dunas valem os transtornos que estão causando à população da cidade.
28,47% pensam o contrário e 7,53% não souberam responder.

Natal corria o sério risco de ser excluída da Copa do Mundo porque não
havia projeto viabilizado da construção do estádio. Naquele momento,
decidimos enfrentar, corajosamente, o desafio. Sabíamos da importância
de ter a Arena das Dunas como âncora dos demais investimentos que
surgiriam. Foi graças a esse empenho que agora estamos inaugurando o
Aeroporto Aluízio Alves, que há 15 anos se arrastava. Esse equipamento
será um marco para atrair outros investimentos e aumentar a atividade
econômica do nosso Estado. Sem falar no ganho para o turismo, que é
nossa principal atividade. Com o RN na Copa, ganhamos com as obras de
mobilidade urbana. É bem verdade que outras ainda estão a caminho, como é
o caso da avenida Roberto Freire. Estava na Matriz da Copa, mas
retiramos porque não haveria tempo hábil. No entanto, o projeto vai
virar realidade ainda nesse ano. O Pró-transporte, na zona Norte, também
ficará pronto pós-Copa. Sem a Copa do Mundo, garantir recursos para
esses projetos seria muito mais difícil. Viriam em conta-gotas. Temos
ainda o programa de saneamento da capital. Natal será a primeira capital
100% saneada. Nós partimos do zero e conseguimos a credibilidade para
trazer a Copa para Natal. A Arena está aí e será usada em vários
eventos. Também foi graças a Copa, que conseguimos investir saúde e
segurança. Outros projetos como o Museu da Rampa vão ficar prontos
depois do Mundial".

cidade. Estamos fazendo no município a maior obra de drenagem da
história de Natal, contando com as duas fases desse projeto, que

fazendo as obras de mobilidade que irão destravar o trânsito numa região
central da cidade, sem falar em muitos outros investimentos tangíveis e
intangíveis como a divulgação Mundial que a cidade já está tendo por
ser sede da Copa e que irá ampliar com a vinda de milhares de torcedores
de mercados como o americano, o mexicano, o uruguaio e o japonês, sem
falar no italiano que já tem uma tradição aqui na cidade. Claro que
muito mais poderia ter sido feito e com menos transtornos, mas é bom
lembrar que quando Natal foi escolhida sede, em 2009, faltavam 53 meses
para o primeiro jogo e quando assumimos faltavam 18 meses para o início
do mundial e nada tinha sido iniciado. Dentro dessa realidade que
encontramos assumimos o desafio de fazer as obras que davam para ser
executadas e trabalhamos exaustivamente para sua execução. Acredito que
os natalenses saberão fazer uma bonita festa e bem receber os que nos
visitam até para que voltem para seus países ou para as outras cidades
brasileiras falando bem de Natal e queiram voltar para cá, afinal o

O Cais José Estelita, um dos cartões postais do Recife, às margens da
Bacia do Pina, no bairro central de São José, se tornou alvo de uma
guerra jurídica pela disputa do seu uso. Sob o lema #Ocupe Estelita, o
grupo Direitos Urbanos lidera um movimento crescente contrário à
implantação do Projeto Novo Recife. A cargo de um consórcio de
empreiteiras, o projeto prevê a construção, na área de 101 mil metros
quadrados, de 12 torres de até 40 andares e estacionamento com cinco mil
vagas, protegido por um muro de cinco metros de altura. O investimento é
de R$ 800 milhões.

pela Moura Dubeux, Queiroz Galvão, Ara Empreendimentos e GL
Empreendimentos, o consórcio adquiriu o terreno, que estava abandonado e
pertencia ao espólio da Rede Ferroviária Federal, em um leilão
realizado em 2008, por R$ 55 milhões.
O
projeto é questionado pelo Ministério Público Federal, pelo Ministério
Público do Estado de Pernambuco (MPPE) e também por ações populares, em
vários níveis: da validade do leilão à ausência de Estudo de Impacto
Veicular (EIV), estudo de impacto ambiental e falta de licenças do
Instituto do Patrimônio Histórico e Artístico Nacional (Iphan),
Departamento Nacional de Infraestrutura de Transportes (DNIT) e Agência
Nacional de Transportes Terrestres (ANTT). As ações estão sendo
analisadas em Brasília, no Superior Tribunal de Justiça (STJ).
Desde
2012 o projeto vem sendo denunciado pelo Direitos Urbanos, que congrega
todas as atividades e mobilizações por uma revisão do Novo Recife. Eles
querem a redução da altura das torres, uso misto do terreno, espaços de
lazer e atividades culturais e a inclusão de moradias populares.
O
consórcio já informou que não aceita negociar nem fazer qualquer
alteração. Destaca que o projeto destina 40% da área para uso público e
traz benefícios para a cidade, a exemplo de abertura de novas vias e
ciclovia, construção de uma biblioteca pública, área de lazer e
restauração da Paróquia de São José.
Na noite do último dia 21,
máquinas começaram a demolição dos antigo galpões de açúcar do cais. O
Iphan embargou o serviço, através do Ministério Público Federal, sob a
alegação de danos ao patrimônio histórico e cultural brasileiro. Antes
da atuação judicial, manifestantes ocuparam a área, visando a impedir a
demolição, e se mantêm acampados no local desde então.
Na noite
desta quinta-feira, 29, o Tribunal de Justiça de Pernambuco acatou o
pedido de reintegração de posse impetrado pelo consórcio e determinou
sua desocupação. Os ativistas prometem resistir. “A reintegração é
ilegal”, assegurou nesta sexta-feira, 30, o promotor do MP-PE, Ricardo
Coelho. Ele explica ter havido “supressão de instância”, o que significa
que a reintegração teria de ser determinada por um juiz de primeira
instância - depois de ter em mãos o parecer do MPPE - e não por um juiz
de segunda instância, como foi feito. “Isto é elementar”, avaliou. O
juiz que assinou a liminar, Márcio Aguiar, previu o “apoio da força
policial, se necessário”, para cumprir a decisão.
Inspirado no
movimento Occupy Wall Street (Ocupe Wall Street), nascido em 2011, nos
Estados Unidos, em protesto contra a crise econômica e especulação
financeira, o #Ocupe Estelita agrega cada vez mais gente na defesa da
discussão de uma cidade menos vertical, engarrafada e excludente. “Estas
espécies de condomínio fechado não interessam mais à população do
Recife”, afirma a socióloga Ana Paula Portella, uma das líderes do
movimento.
A página do Direitos Urbanos no Facebook tem quase 20
mil membros e o movimento tem o apoio de nomes nacionais como Ney
Matogrosso, Marcelo Jenecí, Xico Sá, Leandra Leal. O mote tem aparecido
também em situações inusitadas. Ao receberem o prêmio de melhor curta,
em Cannes, na França, no último dia 23, os diretores do filme
pernambucano “Sem Coração”, Tião e Nara Normande, defenderam: “Ocupe
