Chapman was accused by his younger ex-girlfriend of attempting to kill
her and threatening to kill himself before he moved to Australia.
The then 42-year-old moved to Brisbane and then Melbourne after 25-year-old Caryl Ussher reported an alleged murder-suicide attempt to Auckland police in 2009.
But that information was never passed on to Australian authorities.
Less than three years later, Chapman killed his new lover Stacy Ramadge, 22, by stabbing her several times in the chest before taking his own life in his Melbourne home.
The Victorian Coroners Court heard on Tuesday that New Zealand police had investigated Chapman's alleged murder-suicide attempt in Auckland but Chapman moved to Australia after the incident.
Senior Sergeant Martin Fleming said the New Zealand police report on the alleged incident was "filed and left in abeyance should he return to New Zealand".
He said the Melbourne double killing and the New Zealand incident were similar.
"On both occasions the relationship had broken down, suicide notes had been prepared and Neil Chapman intended killing himself as well," Sen Sgt Fleming told the court.
Stacy Ramadge worked at a newsagency in Lilydale, in Melbourne's outer east.
Unknown to her parents, she was seeing a 40-year-old man and also became involved with Chapman, a casual labourer, whom she met through work.
Deputy State Coroner Iain West found that Ramadge and Chapman had a relationship that soured some time in January 2011, when Chapman hired a private detective to conduct surveillance of Ms Ramadge and found she was also seeing someone else.
A month later, witnesses saw Chapman forcing a screaming Ms Ramadge into a car behind her newsagency while she was on her lunchbreak, before the car drove off at high speed.
Less than an hour later, her body was found lying face down in the laundry of Chapman's home, where he was also found dead.
The gruesome discovery was made by Chapman's 16-year-old son and his housemate, coming home from work.
The coroner found Ms Ramadge died from multiple stab wounds inflicted by Chapman, who then took his own life.
