The demonstrators say they will not leave the state buildings they have occupied in Slavyansk despite an international agreement that they should vacate them. They want a referendum to be held on federalisation. The Ukrainian and Russian governments, with the US and EU, signed an agreement in Geneva that ordered all buildings to be returned to their rightful owners
